18-36. Only Candidates born between 02.01.1989 and 01.01.2007 (both dates included) are eligible to apply for this post with usual age relaxation to candidates belonging to Scheduled Castes, Scheduled Tribes and Other Backward Classes. Note :- For concessions allowed in upper age limit, subject to the condition that the maximum age limit shall in no case exceed 50 years, please see para (2) of the General Conditions under Part II of the Gazette Notification.

(i) S.S.L.C. or its equivalent and Certificate in Library Science recognized by the Government. OR (ii) S.S.L.C. or its equivalent and Diploma in Library Science. OR (iii) Degree in Library and Information Science.

All vacancies set apart as per PWD Act 2016 due to the Non availability of candidates belonging to DA category in Ranked List for the post of Librarian Grade IV in Municipal Common Service and Librarian in Panchayath Department will be filled up from the candidates belonging to the same DA category from the Ranked List published for the post of Librarian Grade IV and Cultural Assistant in Local Self Government Department for respective districts as per notification. If candidates are not available in the respective DA category, the vacancies will be filled up from other available DA categories and in the absence of DA candidates, the vacancies will be filled up from General category. (i) Separate Ranked List will be prepared for each District in pursuance of this notification. The Ranked List thus prepared and published by the Commission shall remain in force for a minimum period of one year provided that the said list will continue to be in force till the publication of a new list after the expiry of the minimum period of one year or till the expiry of three years whichever is earlier. Candidates will be advised for appointment against vacancies reported during the currency of the lists. In case no candidate is advised from the list till the expiry of the period of three years, the duration of the Ranked List shall be extended for a further period of one year or till atleast one candidate is advised from the list whichever is earlier. (ii) The selection in pursuance of this notification will be made on a Revenue District basis, subject to the special conditions laid down in G.O(MS)No.154/71/PD dated 27/05/1971. A candidate advised for appointment in one Revenue District from the Ranked List prepared is not eligible for transfer to another district unless he/she completes 5 years of continuous service from the date of commencement of service in the former district. Even if transfer is allowed after 5 years, it will be subject to the rules in G.O(P)No.36/91/P&ARD dated 02/12/1991. Candidates already in Government Service holding the same post in any one district are prohibited from applying again for this post, but they can apply to higher/lower posts when notified. (iii) Candidates should submit application for the post to any one of the above districts and should note the name of the district against the relevant column in the Online application. Applications should not be sent to more than one district in response to this notification. If applications are sent contrary to the above direction, and if the candidate is selected, his/her name will be removed from the Ranked List and disciplinary action will be taken against him/her. (iv) 4% of the total vacancies reported for the above post shall be reserved for eligible differently abled candidates with disabilities as specified by G.O (P) No. 05/2023/SJD dated 01.10.2023. Note: Rule 10 (a) (ii) of KS&SSR Part II is applicable. In addition to the qualifications prescribed in the notification, the qualifications recognized by executive orders or standing orders of Government as equivalent to a qualification specified for a post, in the Special Rules or found acceptable by the Commission in cases where acceptance of equivalent qualifications is provided for in the rules and such of those qualifications which pre-suppose the acquisition of the lower qualification prescribed for the post, shall also be sufficient for the post. The copy of the Government orders declaring equivalent/higher qualifications shall be produced as and when required by the Commission.
